For purposes of promoting the principles of Dealing with the Past and “The identity of victims and survivors and their families must be protected” principle in particular, HLCK is publishing this case study of the reasons why victims are reluctant to share their experiences with the justice authorities and what are the means by which their identity could be protected. In order to not put pressure on victims and their families and avoid their stigmatization, the paper provides recommendations for steps to be taken so that the identity of victims and their families is not disclosed without their consent.
